Occurs when users of border management agencies and the trading community need to learn new ways to comply with trade facilitation formalities and procedures. Training is often seen as the most important element in the implementation of trade facilitation measures, as trade facilitation reform is primarily about changing the practices and behaviours of border authorities. The amount of training costs depends on the hiring of new specialists or the training of internal staff or staff transferred to the workplace or to a training centre. Recruiting new qualified employees is generally considered the most expensive option, as it often requires not only an increase in the budget, but also the direct availability of qualified professionals in the domestic labor market. However, developing and least developed countries face many challenges in establishing sustainable and effective committees. Lack of knowledge on trade and transport facilitation issues, lack of coordination between different institutions, frequent exchanges of members, lack of qualitative participation of members are some examples of these challenges. The main objective of this project is to strengthen the roles and capacities of NTFC as effective coordinating bodies for trade facilitation reforms through a capacity building programme with country-specific advisory services for NTFC according to their needs and stages of development.
